Hardware Boot Counter Mechanics

When a new firmware image is finalized in Bank B, the telematics client writes an atomic update flag. Upon restart, the bootloader attempts initialization of Bank B. If a watchdog timeout, bus fault, or kernel panic occurs before the diagnostic self-test acknowledges completion, the hardware counter decrements. Reaching zero triggers instant, deterministic fallback to the validated Bank A.
